PERSONAL INFO
History: Wiki. Head canon gap fillers: he was a minor spirit before embodiment, and he was no one important among the Elvhen except by virtue of being close personal friends with Solas and eventually second in command of the rebellion. He remained awake for most of the 4,000 years between the Veil and The Masked Empire but didn't take a major role in any historical events anyone has heard of. E.g., he was not secretly Shartan. Maybe he showed up to give Shartan some tips and a fist bump though.
Temperament: Outwardly he is most often insouciant and calmly chatty, given to meandering through philosophical tangents and whimsical bullshit and bad jokes until he decides things are serious — which is usually either before or after everyone else does, rarely at the same time. This isn't entirely an act. Often it's not an act at all, in fact, just an old man having a fun time. But other times it's self-caricature to misdirect from sincere belief, exhaustion, and anger, all of which he has in spades. Being so isolated and living through all of the everything has left him off-kilter and a cheerfully ruthless danger to the general public; there is something genuinely wrong with him. But a long time ago he was level-headed, compassionate, practical, and principled, and he still has his moments.
Despite his recent cryptid habits, at heart he's a big people person. He's extraverted and doggedly loyal to his friends (though there is a tier system). In the days of the rebellion he was a beloved leader with a recognizable name. And if friends and allies are not available he would still rather have bad company than none at all. He's able to be civil, give or take some needling, even on prolonged road trips with people he'd gladly kill if it'd serve even half a purpose. He's irreverent and defiant, no gods no masters, but not so knee-jerk oppositional that he can't cooperate with authority. He just wants them to understand it's only because he feels like it.
Suitability: This is the worst thing that could possibly happen to him (yay!) and I have successfully convinced myself he won't self-immolate to get out of it. He survived as a slave and secret rebel in a rich hedonistic society for centuries before helping blow it up, so he has old habits he can fall back on. There's no canon evidence of his personal sex life but he makes eyebrow waggling sex jokes and has weirdly charged tension with a sadistic shapeshifting demon, so I think he deserves to be a little freak. He also deserves a motorcycle.

MUNDANE ABILITIES
Skills: Guerrilla warfare tactics, strategy, and logistics; subterfuge and sabotage and terrorism (positive); propaganda/public relations/political maneuvering; outdoor survival; magical and mundane combat; athletic skills like accurate throws and running and riding. He's multilingual but most of the languages are dead now. He's also very old, so he has a junk drawer of miscellaneous skills and knowledge. Like he probably plays an instrument pretty well not because he has a particular aptitude but because he had a cumulative hundred years to fritter away learning it. I promise not to use that as an excuse to make him amazing at a bunch of random stuff, though. Competent dabbler only.
SUPERNATURAL ABILITIES
Mage: He can do a pretty wide swath of Dragon Age magic. He most often is seen using elemental magic to violent ends, but he also has some friendlier creation magic at his disposal, like growing plants or giving energy/clarity to a pal, and some spirit/arcane magic like dispelling/cleansing and barriers. He's a Dreamer who can visit other people's dreams but not a super strong one who could do a lot of manipulation or kill anyone that way. He is able to vanish, somehow. Plus some other stuff I'm going to ignore because it's too vague for my liking. He is powerful by Thedas mage standards, but only enough for people to think he's a particularly talented mortal. By his own people's standards he was just some guy.
Elvhen: He's a spirit inhabiting an immortal lyrium-crafted body. Violence can kill him the same as anyone else if it gets through his magical defenses, but in the meantime he doesn't age and won't die of natural causes. He has tapetum lucidum and good night vision.
Weaknesses: His ability to indefinitely vanish should probably be limited to Inquisition/Veilguard's short-distance Fade step, to prevent him from opting out of every situation. His Dreamer abilities should also be curbed — being able to harass the CEOs while they sleep would be a lot. I do love a dreamscape so if limiting it to only other assets or giving important locals immunity to it somehow would make sense with your worldbuilding that'd be cool, but I get it if it needs to go entirely. Otherwise I think Neocephalos' ability to nerf people for acting up in the moment will be enough to keep him from causing OOCly problematic amounts of trouble, but I'm happy to cut or limit whatever else at your whim.
